In August 2021, CCSC conducted energy balance tests (including water balance tests, electrical balance tests, and oil balance tests) for a company.

By carrying out the power balance test, starting from the power supply metering point of an enterprise, through census, statistics, testing, calculation and other means, we can find out the power consumption equipment of an enterprise, reveal the equipment operation status, power usage and loss of each power consumption link in the whole production process of an enterprise, and master the power consumption level of an enterprise and the weak links in equipment management. Through the power balance test, the power loss of the power supply and distribution system and the power utilization rate of the electrical equipment and the power utilization rate of an enterprise are calculated.

Through the water balance test, the water supply network of a water unit of an enterprise is investigated, and the technical and economic indicators of water use are tested, calculated, analyzed and evaluated. According to the current situation of water use, the water-saving potential is excavated, constructive guidance is put forward, and suggestions are put forward for the water-saving management of an enterprise to improve the efficiency and level of water-saving management of an enterprise.

The oil balance test of an enterprise finds out the oil equipment of an enterprise through census, statistics, calculation and other means, and reveals the equipment operation status of each oil link in the whole production process of an enterprise, as well as the weak links in equipment management.

Through the implementation of on-site testing, the water, electricity and oil conditions of an enterprise are obtained, and effective water-saving, energy-saving and oil-saving measures are put forward for an enterprise, which are highly praised by customers.

In order to thoroughly implement the directive spirit of the opinions on comprehensively strengthening the safe production of dangerous chemicals issued by the general office of the CPC Central Committee and the general office of the State Council, and draw lessons from various accidents, according to the safety production law, port law, port operation and management regulations, port dangerous goods safety management regulations and opinions on strengthening the safety management of port dangerous goods storage tanks, CCSC has carried out inspection work on 70 normal pressure storage tanks of dangerous goods in a province, monitoring and assessment of safety technical conditions, including on-line inspection and open tank inspection. The inspection contents include: macro inspection, tank corrosion inspection, weld nondestructive inspection, safety accessory inspection, etc. The detection methods include acoustic emission detection, magnetic flux leakage detection, ultrasonic detection and magnetic particle detection. Through the inspection of storage tanks, we should fully grasp the safety and technical status of atmospheric storage tanks of dangerous goods, urge enterprises to implement the main responsibility of safe production, improve the safety management level of major hazard sources of dangerous goods in ports, enhance the overall prevention and control ability of safety risks in the industry, and prevent and contain the occurrence of major accidents and accidents with great social impact.

In 2018, the State Council promulgated the "Three-year Action Plan for Winning the Blue Sky Defense War", which clearly pointed out that it is necessary to accelerate the upgrading of the vehicle and ship structure and strengthen the prevention and control of mobile source pollution. The state has successively promulgated the "Air Pollution Prevention and Control Law", "Water Pollution Prevention and Control Law" and other laws and regulations, which put forward clear requirements for the construction of port power and the use of shore power by ships. The Ministry of Transport has successively issued documents such as the Special Action Plan for the Prevention and Control of Ship Pollution in the Yangtze River Economic Belt (2018-2020) and the Action Plan for Promoting the Green Development of Pearl River Water Transport (2018-2020) to encourage ships to use clean energy and transform oil and gas collection System and shore power receiving facilities, etc. As the third port electrical facilities acceptance unit recommended by the Ministry of Transport, our company actively provides on-site inspection work before the delivery of shore power facilities for the port terminal, and strictly implements JTS 155-1-2019 "Technical Specification for Inspection of Wharf Shore Power Facilities".

In mid-December 2020, CCSC won the bid for a shore-based device testing project for an AC high-voltage shore power system at a cruise port in Shanghai, and requested that all work be completed and a test report be issued by the end of December.

The shore power system is the largest existing shore power system in China. The system includes complete switchgear, shore power variable frequency power supply, shore power monitoring and management system, medium voltage socket box, cable trolley, etc. The shore power variable frequency power supply equipment includes input dry-type phase shift transformer, variable frequency power system, power distribution system, output isolation transformer and control system. The shore power system grid converts 10kV/50Hz industrial power into 11kV/60Hz and 6.6kV/60Hz marine power, of which 11kV/60Hz rated output capacity is 16MVA,6.6kV/60Hz rated output capacity is 12MVA.

The main work of the project is to test the shore power system, including general inspection, protection function test, insulation withstand voltage and grounding test, ambient temperature and noise test, electrical parameters and load capacity test, power quality test and other items.

This project is the first 16MVA large-capacity shore power system testing task undertaken by the testing center, and many issues need to be considered. From the formulation of the project plan in the early stage to the implementation of the project in the later stage, all need to be considered carefully to ensure the smooth implementation of the project. However, the project time is tight and the task is heavy, which brings many challenges to the project execution team. The project team strictly controlled the inspection quality in strict accordance with the companys quality control procedures, optimized the project management system, and completed the project with high efficiency and high quality.

Through the implementation of on-site testing work, the output performance and working condition data of the shore power system under various working conditions are obtained, and the collected data are calculated, analyzed and issued test reports to help customers master the performance and standard compliance of the shore power system, which lays the foundation for the subsequent formal ship connection.

In May 2021, CCSC received the task of testing emergency diesel generator sets in a power plant in the south. In the early stage, the project was delayed due to the impact of epidemic prevention. In order to ensure that the customer project can be delivered according to the time node, CCSC reasonably adjusted the testing project plan, arranged the rental load transportation and hoisting work in advance, and sent the temporarily deployed shore power testing team and equipment to the power plant nearby. Finally, on the premise of ensuring safety and testing quality, complete the customer emergency diesel generator set testing task one week in advance.

The power load test equipment provided by CCSC for the power plant in this test project combines the dry load module, dry transformer and automatic measurement and control module, which can accurately detect the output power and load capacity of various power supplies, such as diesel generator sets, realize the tests of setting, fluctuation, sudden addition, sudden unloading, wave recording analysis, harmonic analysis, etc., and test all electrical parameters of the power supply, including static parameters and dynamic parameters. The system can be used in conjunction with a computer to realize intelligent control, automatically complete special tests on all electrical parameters of the power supply, generate tables, graphs and standard test reports, and support printing. It is completely free from tedious manual operation and provides scientific and efficient detection means for high-power power supply.

In November 2015, the national development and Reform Commission and other four ministries and commissions issued the guidelines for the development of electric vehicle charging infrastructure (2015-2020), proposing to add more than 12000 centralized charging stations and more than 4.8 million decentralized charging piles by 2020. It is necessary to basically build a moderately advanced, intelligent and efficient charging infrastructure system to meet the charging needs of more than 5 million electric vehicles. As the country accelerates the promotion and application of new energy vehicles, the national guidance puts forward the opinion that the number of charging equipment is more advanced than the number of electric vehicles. At the same time, the state has unified the technical standards of charging equipment, which has greatly promoted the construction of electric vehicle charging equipment.

CCSC took the initiative to connect with national policies and strategies, and actively organized and carried out the relevant testing work of automobile charging piles. As of September 2021, CCSC has carried out many on-site inspection services for automobile charging piles with the certification departments of Jiangxi, Shaanxi, Hainan, Sichuan and other regional branches.

In May 2021, CCSC actively participated in the on-site inspection and acceptance of charging pile stations in Xi an city led by a local organization. Due to the large number of stations to be inspected and the scattered areas, the inspection and acceptance work was tested. CCSC organizes personnel and instruments to actively cooperate with the branch to carry out on-site inspection work, rationally allocate personnel and instruments, and divide them into three groups to carry out inspection work in the urban area at the same time. The on-site detection involves charging pile grounding detection, equipotential detection, insulation detection, interoperability detection and other items. After careful organization and planning in advance, the inspection engineer reasonably optimizes the project management system, and completes the inspection tasks assigned by the branch on time with good quality and quantity under the difficult conditions of high temperature, large environmental noise, large dust, and crowded vehicles, and submits the inspection to the customer in a timely manner The report finally provides scientific and detailed technical support for the acceptance work of the local government.
