According to relevant national standards, industry standards, equipment standards, etc., the third-party energy-saving amount audit institution reviews the energy utilization, measurement testing and operation before and after the implementation of the audit project by checking the energy-saving project site and reviewing a large amount of original data and ledgers, objectively, fairly and realistically verifies the expected/actual energy-saving effect of the enterprise taking energy-saving transformation measures, and verifies the energy-saving amount of the project. Review and verify the expected energy saving of the project and the actual energy saving after the completion of the project, mainly including the project baseline energy consumption status, energy consumption status after the implementation of the project, energy management and measurement system, energy leakage.
In September 2011, CCSC passed the expert review organized by the Ministry of Finance and the National Development and Reform Commission, and became one of the first third-party energy-saving audit agencies to obtain the record. It can conduct energy-saving technology transformation projects and contract energy management projects nationwide. Wait to independently carry out energy-saving audit work. In January 2013, the Ministry of Transport announced the list of third-party audit institutions for transportation energy conservation and emission reduction, and CCSC obtained the qualification of third-party audit institutions for transportation project energy conservation recognized by the Ministry of Transport.
CCSC has been entrusted by the competent departments of many provinces and cities, and has carried out energy-saving audit in various fields such as various industries. The energy-saving audit report issued is objective, true and reliable, which serves as the basis for the issuance of energy-saving incentive funds by the competent departments and has been recognized by the competent departments and enterprises in both directions. Up to now, CCSC has completed more than 1,000 audit projects.

Energy audit is an activity to detect, verify, analyze and evaluate the physical and financial processes of energy use in energy-using units, so as to tap the potential of energy conservation and find the direction of energy conservation. Through the calculation, analysis and evaluation of the enterprises energy management system construction status, energy measurement and statistics status, monitoring and analysis of the operating efficiency of main energy-using equipment, calculation and analysis of energy consumption indicators, calculation and analysis of energy cost indicators, energy consumption quota management and assessment, and economic benefit evaluation of energy-saving technology improvement projects, constructive suggestions are provided for the enterprise in management energy conservation, structural energy conservation, technical energy conservation and other aspects, put forward feasible energy-saving measures to reduce energy consumption and production costs and improve the economic efficiency of enterprises.

Energy-saving diagnosis is the process of finding problems according to the energy consumption status and energy utilization rate of each production node in the enterprise process and process, and using systematic methods to find out the root of the problem, predict the energy-saving potential, and propose specific management or technical measures. Through the enterprise energy consumption structure, the main process, the main energy supply equipment for key touch and analysis and energy management system construction evaluation. Identify enterprises have applied energy-saving technologies, as well as new energy-saving technologies, but their energy management needs to be further improved. It is recommended to gradually improve the energy management system, continuous improvement; strengthen and improve the site energy management.
Since the Ministry of Industry and Information Technology organized and carried out energy-saving diagnostic work in 2019, CCSC has been continuously selected into the list of industrial energy-saving diagnostic service providers selected by the Ministry of Industry and Information Technology. It has participated in the energy-saving diagnosis work in 23 provinces, diagnosed more than 500 enterprises, and put forward nearly 1,000 diagnostic suggestions, which can save nearly 400000 tons of standard coal per year. The number of participating diagnostic enterprises ranks among the top three in the country. CCSC will adhere to the tenet of "transmitting trust and serving development", help enterprises tap energy-saving potential, continuously improve energy efficiency, continue to promote green development, and contribute to the construction of ecological civilization.

Energy conservation review and carbon emission evaluation refer to the review of energy consumption, energy efficiency level and energy conservation measures of fixed asset investment projects built in China under the management of development and reform departments of the peoples governments at all levels according to energy conservation laws, regulations and policy standards, and the evaluation of carbon emission level, implementation impact and carbon reduction measures of the project according to the requirements of dual control of carbon emission, the project carbon emission evaluation results are included in the project energy conservation review opinions, and the review opinions or energy conservation registration form are used as the pre-conditions for project approval, approval or construction, as well as an important basis for project design, construction and completion acceptance.
The main contents of
energy conservation review and carbon emission evaluation include: evaluation basis; Project overview; Analysis and comparison of energy conservation and carbon reduction in project construction and operation plan (including evaluation of general layout, production process, energy consumption process, energy consumption equipment and energy measuring instruments, etc.); Project energy consumption (including analysis and evaluation of energy consumption, energy consumption structure, energy utilization efficiency, etc.); project carbon emissions (assessment of carbon emissions per unit product, per unit value added (output value), total carbon emissions, carbon emission structure, etc.); assessment of energy-saving and carbon-reduction measures (including assessment of technical measures and management measures); impact analysis of energy-saving and carbon-reduction targets and tasks, etc.
