otice on Matters Concerning the Implementation of Certification Audits for the Transition to the GB/T 28001-2011 Standard

All certified organizations of occupational health and safety management system:

The national standard GB/T 28001-2011 "Occupational Health and Safety Management System Requirements" has been officially issued and implemented on February 1, 2012. In order to ensure the smooth conversion of certificates for organizations that have obtained the GB/T 28001-2001 standard certification certificate of our company, according to the requirements of the notice on issues related to the replacement of GB/T28001 standard issued by the national accreditation and supervision Commission of China and the accreditation and conversion instructions for certification bodies to implement OHSMS certification according to GB/T28001-2011, relevant matters concerning the conversion of certificates are hereby notified as follows:

1. Transition Period Arrangement

Since January 1, 2013, our company will no longer issue GB/T28001-2001 standard certification. From January 1, 2014, any certificate of GB/T 28001-2001 standard is invalid. Therefore, the certified organization should complete the conversion of the certificate before January 1, 2014.

In view of the fact that GB/T28001-2001 standard certification certificates will no longer be issued from January 1, 2013, our company will no longer accept GB/T28001-2001 standard certification/re-certification (re-evaluation) applications from October 1, 2012, and the original GB/T28001-2001 standard certification can be supervised and audited before December 1, 2013. Each certified organization plans and implements GB/T 28001-2011 standard as soon as possible after receiving this notice to ensure the validity of the certification certificate.

Preparations for the conversion of certificates of certified organizations in 2.

1. The new version of the standard training for internal auditors and relevant personnel to ensure accurate understanding of the purpose and content of the new version of the standard, and the ability to effectively apply the requirements of the new version of the standard to the planning, implementation, maintenance and continuous improvement of the occupational health and safety management system.

2. Evaluate the impact of the new standard requirements on the occupational health and safety management system, improve the existing management system, and revise the system documents if necessary.

3. According to the validity period of the existing certificate and the next time to accept our companys audit, plan the time of certificate conversion audit, and select the certificate conversion audit method according to Article 4 of this notice.

4. Contact our company for certificate conversion and sign a certificate conversion (or recertification) contract if necessary.

1. Complete the preparatory work for Article 2 of this Notice;

2. The self-evaluation of the improved occupational health and safety management system is carried out. The evaluation method can be special management review, special internal audit or special inspection, and a written evaluation report is completed.

3. The operation time of the management system according to the new version of the standard: there is no mandatory requirement for the operation time of the management system that is improved according to the new version of the standard on the basis of the original management system. However, for certified organizations that have undergone significant changes to their management systems, the system will be in operation for at least three months, with a Phase I audit if necessary.

4. The Certificate Conversion Application and related written materials have been submitted to our company.

1. Certificate conversion in combination with supervision and audit

The number of days of on-site auditors can be appropriately increased on the basis of the original number of days to ensure the effectiveness of standard conversion audits. After passing the examination, our company will issue GB/T 28001-2011 certification certificate, and the validity period of the new certificate will remain the validity period of the original certificate. In addition to the normal annuity, our company will charge audit fees and certificate fees according to the actual number of days.

2. Certificate conversion in conjunction with recertification (or early recertification)

When the certified organization has received two supervision audits, or the validity period of the original certificate is less than 15 months from January 1, 2014, the conversion audit can be carried out in combination with recertification. The number of days of on-site auditors can be appropriately increased on the basis of the original number of days to ensure the effectiveness of standard conversion audits. Our company will operate in accordance with the normal re-certification procedures and charge audit fees and certificate fees according to the contract. The validity period of the new version of the certificate is three years from the date of issuance of the recertification certificate.

3. Special conversion audit

When the certified organization cannot combine the above two methods for certificate conversion in time due to market demand or its own management needs, it can apply for a special conversion audit. The fees for special conversion audit shall be charged according to the normal supervision audit fees, and a supplementary contract shall be signed with our company. After the examination and approval, our company will issue a new version of the certificate, and the validity period of the new version of the certificate will remain the validity period of the original certificate.

4. Regardless of the above methods, the certified organization shall make preparations for the standard conversion in accordance with the requirements of Article 3 of this notice, and report the completion of the preparations to our company in writing.
