ISO 9001:2015And ISO 14001:2015 standard was released in September 2015, but it is equivalent to the new version of the national standard.GB/T 19001 and GB/T 24001 have not been officially released for implementation. In order to ensure the successful completion of the certificate conversion work by the certified organizations during the transition period, our company, in accordance with the announcement of the CNCA (No. 30 of 2015), CNAS "Notes on Recognition and Conversion of ISO 9001:2015 and ISO 14001:2015 Certification Standards" (CNAS-EC-046:2015) and UKAS "ISO 9001:2015 Conversion Arrangement", has the following notice on the relevant work of the above two certification standards conversion:
1. certification standard conversion period
From December 17, 2015 to September 15, 2018, our company has carried out the conversion of certification standards. From September 16, 2018, all certificates issued in accordance with GB/T 19001-2008/ ISO 9001:2008 and GB/T24001-2004/ ISO 14001:2004 (referred to as the old certificate) will be invalid, even if the validity period marked on the certificate has not expired, the old certificate is no longer valid. Certified organizations (including grass-roots party building quality management system and engineering construction enterprise quality management system certification organizations) should complete the conversion of certificates before September 15, 2018.
2. certification standard conversion work arrangement
Since December 17, 2015, our company began to accept certification and conversion applications based on the new version of the standard, and will be based on the validity of the old version of the certificate and the needs of the certified organization, to take a combination of supervision and audit, re-certification audit or the implementation of special audit and other ways to convert. For organizations that meet the certification requirements, our company will issue or renew certification certificates without accreditation marks according to the new version of the standard. After our company has passed the new version of CNAS/UKAS standard conversion and accreditation, we will issue or renew certification certificates with accreditation marks for organizations.
During the period before the release and implementation of the new national standards GB/T 19001 and GB/T 24001, our company will issue or renew the certification certificates directly according to the new international standards ISO 9001:2015 and ISO 14001:2015. After the new version of the national standard is released and implemented, the certification basis will be transformed into the new version of the national standard. For organizations that have obtained ISO9001:2015 and ISO 14001:2015 standard certification certificates, our company will, in combination with supervision or special confirmation, renew the certification certificates (validity period unchanged) for those that meet the requirements of the new national standard.
Since September 15, 2017, our company will no longer accept and issue certification certificates based on the old version of the standard. For certification applications based on the old version of the standard submitted before this date, our company will issue a certificate valid for three years after accepting and completing the certification activities. At the same time, it is noted that the certified organization shall complete the conversion of the new version of the standard on schedule, and the certification standards GB/T 19001-2008/ ISO 9001:2008 and GB/T24001-2004/ ISO 14001:2004 shall be valid until September 15, 2018; if the certified organization has completed the conversion certification audit according to the requirements of the new version of the standard before September 15, 2018, the certification certificate will be renewed if it meets the requirements (the validity period will remain unchanged).
3. suggestions on the conversion of certified organizations
The new versions of ISO 9001:2015 and ISO 14001:2015 are significantly different from the previous versions. For certified organizations, this revision of the standard should be used as an opportunity to deepen their knowledge and understanding of the standard, promote the continuous improvement of the operational effectiveness and management performance of the quality and/or environmental management system, and achieve systematic improvement of the quality and/or environmental management system. A certified organization must complete at least the following tasks before applying for conversion certification:
1. Managers, technicians and internal auditors who have key responsibilities for the operation of the system have received training on the new version of certification standards, can accurately understand the requirements of the new version of standards, and ensure that internal auditors have the ability to use the new version of certification standards to implement internal audit work;
2. Combined with the requirements of the new version of the standard, especially the newly added or changed requirements (such as the understanding of the organization and its environment, risk-based thinking, the viewpoint of the life cycle of the organizations application, and the evaluation of the organizations environmental performance), identify the deficiencies, deviations or deficiencies in the management system, revise and improve the missing management activities and related documented information, and implement the monitoring and analysis of the systems operation performance, and take the necessary improvement measures, carry out the necessary personnel capacity training;
3, based on the new version of the certification standards, the implementation of an internal audit and management review;
4. After the management system documents revised according to the new version of the standard are released and implemented, the system operation time shall not be less than three months.
Implementation of 4. Certification Conversion
Certified organizations can choose to combine supervision audit, re-certification audit or the implementation of special audit three ways to carry out certification conversion. It is suggested that the certified organization should make reasonable arrangements according to the enterprises own situation and complete the certification conversion as soon as possible.
For those who choose to convert in combination with supervision and audit or special audit, the certified organization shall submit an Application for Conversion of Certification Standards and sign a Supplementary Agreement on Conversion of Certification Standards. Our company will combine supervision and audit or implement special audit to confirm the compliance of the management system of the certified organization with the new version of the standard, and the validity period of the new version of the certification certificate will be consistent with the validity period of the original certificate.
If the conversion is carried out in combination with the re-certification audit, the certified organization shall submit an application in accordance with the requirements of the re-certification audit and sign the Management System Certification Contract. According to the requirements of recertification audit, after confirming the compliance of the management system of the certified organization with the new certification standard, the new certification certificate is issued for a period of three years.
Impact of 5. failure to convert on schedule on certified organizations
As of September 16, 2018, any certificate issued in accordance with GB/T 19001-2008/ ISO 9001:2008 and GB/T 24001-2004/ ISO 14001:2004 will be invalid. Certificates of certified organizations that are not converted on time will no longer be available.
